A bull is a male cow of any age that has not been castrated.
A steer is a male cow of any age that HAS been castrated.
A heifer is a female cow that has not yet had a baby.
Here's where it gets complicated!
Cow is a general term for all animals of the species Bos Taurus, regardless of sex or age. But "cow" is also a technical term for a female that has had at least one baby.
